Accounting and Payroll Specialist II Tracking Code 1176-209 Job Description Preparation and processing of payrolls at correct rates of pay for work performed, with correct deductions, taxes and fringe expense accruals, completed on time, to include all required reporting and meeting all legal requirements. + Preparation and processing of payrolls ensuring required reporting and meeting all legal requirements. + Determine timing and priorities of payroll processing to meet changing deadlines. + Determine from new-hire & transfer personnel forms what deductions, employer contributions and taxes require set-up or changes. + Responsible for interpretation, administration and timely payment of garnishments + Ensure receipt of correct backup documents for Davis Bacon and other cross charge work, set up pay rates on Costpoint tables, and balance employees' resulting pay. + Design processes and maintain current processing written procedures. + Analyze and perform testing for software upgrades and other changes to the payroll system. + Create and run queries using Cognos for payroll auditing purposes, to expedite balancing, and at request of other departments as well as external auditors. + Direct contact with employees at all levels, explaining and resolving pay issues. + Audit and balance employee pay records throughout the year and produce accurate W2 forms for distribution at year end. Required Skills + Basic computer skills, language skills, mathematical skills, reasoning ability. Experience with computerized timecard and payroll processing systems preferred. 10-key or calculator skills. Ability to read, write, and understand English. Excellent attention to detail. + Clear written and oral communication and good interpersonal skills. + Strong organizational and time management skills; ability to prioritize and handle multiple tasks. + Ability to write procedures and document payroll processes in a logical/methodical manner. + Excellent attention to detail in a high-volume environment. + Must be able to maintain strict confidentiality with personnel information. + Physical Demands: General office demands. Must have the ability to maintain assigned work hours. Must have sufficient endurance to perform tasks over long periods of time with reasonable accommodations. Required Experience + Associate's Degree in Accounting, Finance or Business is preferred; payroll certification or extensive payroll experience may be acceptable in lieu of a degree. + Two to five years of payroll and benefits processing experience working in a multi-state payroll department. Knowledge of government contracting and Davis Bacon wages and benefits preferred. Experience with union wages and benefits preferred. + Solid understanding of payroll and payroll tax laws; a minimum of two to five years of experience in a multi-state payroll environment is required. + Computer literacy with knowledge in MS Office and Windows; intermediate knowledge of MS Excel. + Experience with a computerized time collection, payroll and accounting system preferred. + Knowledge of General Accepted Accounting Practices (GAAP).
